In a surprising development, UK ministers have accepted a substantial sum of $1 million (equivalent to £728,000) from Meta, the prominent US technology and social media powerhouse. This funding is intended to assist in the creation of artificial intelligence systems aimed at enhancing defense, national security, and transportation sectors. However, this decision has raised eyebrows and prompted serious concerns about the UK government's increasingly cozy ties with large American technology firms that have previously shown support for controversial political figures, including former President Trump.
The Department for Science, Innovation and Technology (DSIT) made the announcement on Tuesday, revealing that the financial backing from Mark Zuckerberg’s company will be allocated to hire four British AI specialists through the respected Alan Turing Institute, which receives government funding. According to Ian Murray, the minister responsible for data and digital affairs, these experts are expected to play a crucial role in transforming various public services, including healthcare, law enforcement, and transportation systems.
This decision follows a pattern of significant engagement between Meta and the UK government, with records indicating that executives from the tech giant participated in approximately 50 meetings with ministers over the previous two years, marking one of the highest levels of access among technology companies. A recent investigation by The Guardian unveiled these interactions, highlighting how closely technology firms can influence governmental decisions.
At the same time, the government is contemplating a ban on social media usage for individuals under the age of 16, which could significantly impact Meta's Instagram platform. Notably, Meta asserted that the funds earmarked for the Alan Turing Institute were allocated before discussions about any potential ban began.
When announcing the collaboration, Meta expressed its enthusiasm, stating that it was "proud to help bring leading British AI talent into government, accelerating the enhancement of public services." In response, DSIT emphasized that the partnership would lead to improved public services across the UK, making them faster, safer, and more reliable.
However, not everyone is convinced of the sincerity behind these actions. Foxglove, a tech justice advocacy group, posed a critical question: "What benefits does Meta expect in return for its $1 million?" They pointed out that there is no such thing as a free offer when it comes to major tech corporations.
Donald Campbell, Foxglove’s advocacy director, voiced his concerns about the implications of the deal, asserting that it exemplifies the troubling closeness between the UK government and US tech giants associated with controversial political affiliations. He described it as alarming that ministers might naively accept such lobbying efforts from Silicon Valley elites, who he believes do not prioritize the welfare of the British populace.
Daisy Greenwell, a co-founder of the Smartphone Free Childhood campaign, emphasized the unsettling truth that major tech companies are willing to invest heavily to gain access and sway in policymaking processes. She underscored the necessity for decisions affecting children and online safety to be guided by independent research and public interests rather than influenced by the very companies under scrutiny.
In addition, the UK government announced a new collaboration with another San Francisco-based AI firm, Anthropic, which will develop and test a specialized assistant tool for public services available on gov.uk. This initiative will initially focus on providing jobseekers with career guidance and assistance in securing employment. Anthropic indicated that its involvement in the project would be pro bono.
DSIT highlighted that this technological endeavor is part of a progressive plan to deploy AI agents within national government services, with a pilot program anticipated to commence later this year. Interestingly, former Prime Minister Rishi Sunak recently took on an advisory role with Anthropic, a startup currently valued at $350 billion, further blurring the lines between government and private sector interests.
These developments come at a time when ministers are grappling with policy issues that directly impact both Meta and Anthropic. In addition to reviewing the potential ban on social media for minors, the government is also preparing to outline modifications related to the protection of creative rights against the exploitation of copyrighted materials by AI models developed by companies such as Anthropic.
Beeban Kidron, a cross-bench peer advocating for child protection and copyright reform, criticized the government for potentially becoming overly reliant on Silicon Valley. She warned that this trend could stifle the growth of a domestic AI industry in the UK and lamented the loss of valuable datasets to these tech giants, who are financially capable of paying for such resources.
The AI experts funded by Meta will focus on creating advanced AI models to analyze images and videos, allowing local councils to prioritize infrastructure repairs in transportation more effectively. They will also work on developing state-of-the-art AI solutions that can operate offline or within secure networks to aid national security and defense teams in making critical decisions while maintaining the confidentiality of sensitive information.
