Singapore is shaking up its foreign workforce policies, and the tech industry is at the heart of the change! The government is introducing a new work pass aimed at luring top-tier talent in AI and tech, but there's a catch.
The One Pass (AI and Tech) is coming:
Starting January 2027, Singapore will roll out a new work pass under the Overseas Networks and Expertise (One) Pass scheme. This pass is specifically tailored to attract elite professionals in the fields of artificial intelligence, quantum computing, and other cutting-edge technologies. It's a strategic move to bolster Singapore's position as a global tech hub.
But here's where it gets interesting:
This new pass replaces the existing Tech Pass, which was launched in 2021 with a similar goal. However, the One Pass (AI and Tech) offers a longer validity period of five years, renewable for another five years, compared to the Tech Pass's two-year validity with a single renewal option.
Who's eligible?
The One Pass scheme, unveiled in 2022, targets high-earning foreign professionals with a monthly income of at least $30,000 from a single employer. It also welcomes individuals with exceptional achievements in various fields, including arts, culture, sports, science, technology, academia, and research.
To qualify for the AI and Tech track, applicants must have a recent employment history in a tech company, tech division, or tech venture capital firm. The company should have a digital or technology offering as its core product or service, including those relying on proprietary technologies, scientific knowledge, or engineering.
And there's more:
The company must meet specific financial criteria, such as a valuation of at least US$500 million, annual revenue of US$200 million, or US$500 million in assets under management. Tech companies that have raised US$30 million in funding are also eligible.
At the individual level, applicants must have earned at least $30,000 per month for the 12 months before applying, even if they plan to set up their own company in Singapore. Unlike the broader One Pass, the salary criterion for the AI and Tech track can be met by combining a fixed monthly salary of $22,500 with non-cash components like employee stock options, subject to assessment.
A twist in the tale:
The new pass differs from the Tech Pass in another way. Applicants must have at least five cumulative years of experience in founder, C-suite, or technical roles such as senior software engineer. This experience should have been gained within the last 10 years.
The impact so far:
According to Manpower Minister Tan See Leng, the One Pass has seen healthy growth, with over 8,000 individuals on the scheme, many contributing to sectors vital to Singapore's future economy.
Other policy changes:
- Non-Traditional Source (NTS) Occupation List: Eight new occupations will be added to this list from September 2026, including food services, social services, and air transportation roles. Employers can hire from a broader range of countries for these jobs, and workers must be paid at least $2,000 per month.
- Employment Pass (EP) and S Pass: The qualifying monthly salary for new EP applicants will increase to $6,000 from January 2027, and for S Pass applicants to $3,600. The S Pass minimum salary is expected to rise further to $4,000-$4,500 by 2030, depending on local wages and economic conditions.
